As title says i want to know how can i make these kind of effects in after effects and what are these effects called?

Simple glints & glares that can easily be produced with trapcode starglow or similar plug-ins in GenArts Sapphire. To some extent you can re-create them using AE's own Glow or effects like Directional Blur applied to adjusted duplicates of the source, but this will require multiple layers with different settings and lots of tweaking to look good.
