How do I make the lines move?

I'm pretty new to Adobe, and I was really inspired by one of these videos where he makes the red line move around, can anyone show me how to do it? thanks

Could be as simple as animating a mask with a stroke or a shape layer path. You may want to research these basic techniques with a simple web search.
