Hmmm...

CC Light Burst with the Intensity set to 40 or 50 with keyframes for the Ray Length value generated by Trapcode Sound Keys.  There's also something modifying the logo that's in sync with Sound Keys.

Then there's a layer with something like CC Star Burst in front of all that at a low Opacity value and maybe a Blending Mode and a bit of a blur.
