I'm working in AE and I want to put an effect, but it's dragging my effect till the end of m clip. Is there a hot key i can press to split the effect without splitting the video?

If you twrirl down the timeline and find the effect, at the bottom of the effect properties you'll find: "Compositing options". Twirl that down and you'll find an "Effect opacity" property. That can be keyframed. If you want a sudden 'cut' of the effect, use a hold keyframe.

Can you provide more specifics? Many effects have settings that allow you to keyframe them on/off.

Exact effect and screenshots would be most helpful.
