How does AE determine the default import folder?

Question

This is when I'm importing assets to AE. When I double click in the project pane to launch the import modal, it goes to a folder for a project I worked on a month or so ago. Now maybe this is the Mandela Effect in action, but I remember that AE would return to your most recently used folder. Now, it only remains "sticky" while the program is open. Close and reopen and it goes back to the old project.

Is there a way to change the default? To make the stickiness last beyond the current session?

Anything so I don't have to be reminded of this project!?!

Such a behavior may simply indicate a permissions issue on the preferences file itself, i.e. it never gets updated when exiting the program and uses the old stuff. It might be a good idea to delete it or at least check permissions on the file and folder.
