I was wondering if anyone here knows how to do these smooth quick shakes, that mostly Instagram editors use. (Sc6ut, Sl66py,etc...)

Tight on the face then a scale down that looks like it happens from the center first, then finishes up with a wide shot?

That is probably multiple layers with a distortion effect and a scale animation. It could be as simple as Optics Compensation with Reverse Lens Distortion applied + a scale animation + Motion Blur and the image was probably multiple layers.

You can't really do that kind of a move with a single effect unless you purchase some 3rd party plug-ins. The rest is just keyframe placement and timing.
