How i download After Effects 2019 in Creative Cloud

You can find older versions of installed apps in the Adobe CC app. Find your current version of AE, and look over on the far right side of that bar. You'll see this three-dot menu.

NOTE: Adobe now only officially supports the current version and two previous major versions of the desktop apps. 2019 is now 2 versions old, so get it while you can. See more info here. 

Enable the "show other versions" option in the CC app and scroll way, way down in the now much longer list. You should see older versions of AE somewhere in there.
