I think you’re on the right track, but an alternative that would give you more control over the noise would be a separate layer with fractal noise on it and then on the face layer a displacement map effect, pointing to the fractal noise layer.

I’m newbie with these two effects, should be like this?

And which blending mode in fractal noise? Thanks

Not turbulent displace, the Displacement Map effect.  You should then point this to the fractal noise layer with the second drop set to Effects and Masks.

Fractal Noise has many options, I always tend to choose Dynamic Twist.  The transform settings can help scale the noise and you can keyframe the evolution and then movement through the offset property.

You can make the layer invisible by turning off the eye on the layer.  The displacement map will take the noise and use it to distort the face layer.
