If the Character is all on one layer, you can try starting with Layer/Layer Styles/Outer Glow. You can also duplicate the layer, and apply Color Fill/White, Roughen Edges, and Layer Styles/Outer Glow to the bottom copy. 

 

There are a bunch of other workflows. They all require the character to be on a single layer.
