If I delete After Effects CC 2018, and download After Effects CC 2021, will I still be able to keep the plug-ins I have already have?

If they don't migrate automatically you can always run installers again. Many 3rd party plug-ins must be updated by the developer for use in newer versions of AE. I currently keep the last 2 versions of most Creative Cloud apps on my systems as well as the Beta builds I am using. It always pays to be safe and have previous versions easily available.
