How to Blend/Blot/Copy the color of a frame.

I'm Currently creating an intro and the song was a little longer than I made the video, so I took a screenshot of the last frame

you don't have to do it that way. you can trip+duplicate (Ctrl+Shift+D) the video at that frame and freeze frame (right click ->time->freeze frame)

If you look close enough you can see the little black border of where the background for the composition is. How would I be able to kind of blot/spread the color from the smoke effects to the black comp?

show us what you are doing. it's not quite clear. if you want a color to be placed below your footage you can add a solid layer and use the eyedropper to sample any color you want.
