how to change after effects open panels like here

I really wanna know to do this, it works like that with blending mode screen too. It's like a windows theme for after effects and there is a chinesee site (as i know) for downloading those themes. I don't remember the site (i wish i could get URL), so I'd really like to know either the url site or how to do that. Thanks for helping!
