I am following a tutorial. In that tutorial scale is in second in my work scale in frame. How to change it?

Hi. You appear to be zoomed in on the timeline. Look at the bottom of your screen and you should see a slider with mountain like triangles at either end, drag the slider towards the smaller mountains.

There is no option to change it. It changes dynamically depending on the available space for the timeline panelor when zooming. If you add more columns to the left panel (modes, track mattes, in, out, duration, stretch, parent & link, etc) or adding any other window or panel to the right, time scale will be reduced to adapt.
