This 12 second piece has like 15 effects thrown on. There's a typical "digital distortion/ dropout" and TV noise effect, a bunch of contrast adjustments, a Find Edges with additional glows to get the ghostly effect and a ton of other things. You can find tutorials on the individual techniques, but there is nothing that will explain this to you in a single step. And presumably it's based on some canned effects or even in-app filters. So there you go. No simple answers.

There's a lot going on there.  I'd guess the background is a fractal noise set to block with a high values for width and a colorama tab.

The outline is probably a copy of the original, made black with a fill and then transparent through a transfer mode.  The outline itself is then a layer style.  Alternatively, it might just be a Find edges effect with transfer modes etc...
