How to get bitrate higher than 120 Mbps in HEVC?

I've been asked to export an HEVC file with a bitrate of 250 Mbps. When trying to export out of Premiere, After Effects, and Adobe Media Encoder, the bitrate gets capped at 120 Mbps whenever I try to set it higher than that. What's going on? How can I do this?

What is the frame size? 4K should get you to 35 using the Match Source 2020 preset. The actual bit rate of the final render depends entirely on the contents in the frame.
