How to make objects 3d and rotate (spin)?

Trying to make object rotate (spin) having problems navagating.

You cannot extrude a JPG, but you can make the layer 3D and animate the X, Y, or Z axis. You just have to set some keyframes.

 

If you don't know how to get there from that description, spend 20 minutes using the Window/Workspaces/Learn menu and go through the basics of the UI.
