Then dive into things like Puppet Pin and Character Animator. You will find basic information in the AE User Guide. Creating the artwork and the animation is too much for a forum post but this info will get you started. The better artist you are the easier it will be to create something original. 

the tools for this animation is always Cinema 4d with toon shader, anyway cinema 4d lite comes with AE so you can give a try
