How to make this holographic card effect?

Hello, I wanted to know if there's a way to make a card effect like the one shown in this video.

Is it the shimmer that moves down the card in a pattern?

If so, try adding your swirly image, then using the fill effect to make it white.  Set the layer's transfer mode to Add, Screen, Color Blend or Overlay and change the opacity.  This should apply the whole sketch to the card.

Then add a fractal noise effect and keyframes it's offset (inside transform) to move down the screen.  You can then try changing the noise type, and size until you get the look you're going for.
