How to rotate on a skew

I'm trying to rotate each of these bicycle wheels on their skew, and what I mean by that is not have them rotate normally as if they are standing still. Similar to how Sonic the Hedgehog's legs form a skewed oval when they speed up. The object is to have them spinning on their angle and fly off the screen. Scoured the internet. Thanks.

You have to start with round artwork, put Rotation below the artwork, and then put Skew below Rotation in the timeline. It's easy to do with shape layers. If you start with an image, you'll need two Effects/Transform with Rotation on the copy of Transform and Skew on the next.

The frame rate of the GIF makes the wheels look like they are rotating backward.
