How to snap the object to small increments?

I want to snap the controller of my characters leg to the ruler guide but it drops it way too lower that the ruler. Where is the option to snap to smaller increments

    Snapping happens in screen space, so simply set your zoom to 100% and work at full resolution to increase precision.

    Make sure you have the snapping options unchecked under the View menu.
