Is this an After Effects job or some other software?

    All you need is some 3D layers, animated track mattes with a gradient, and about 1 or 2 degrees of x, y, or z rotation. No expressions needed. 

    You could also just split 2D layers and create mattes. I have attached an AE 26 project file.

    You can, though it might be easier in a software where you don't need to learn expressions to do it. For example, in blender that's just a white environment, with some pill shaped objects with a gradient material animated along a preset curve. I'm no good with after effects expressions so i can't tell you what it would be like there though i know you can do that in AE.
