I can't move keyframe.... HELP...

AS that GIF, It is not possible to select or move key frame.
I kept searching but couldn't find a solution.
If anyone knows how to fix it, please help.

Can you hold ctrl key and click that keyframe? It doesn't look like a regular key frame? Or right click it and see what Keyframe Interpolation says?

Select the layer and type U which is the keyboard shortcut to expose all keyframes. Then try moving it.

Nothing to move because you haven't expanded the actual properties that contain the keyframes. These are merely indicators that there are keyframes on properties in a closed group. You might want to read the online help on how this actually works.
