I'm a non-pro entusiast who enjoys doing CG effects work (no animation) with After Effects on home movies. What are your recommendations for a pre-built desktop PC model that works well with AE? My budget goes up to $1000.

To be honest, you don't have that many options with $1000. This might be your best bet, and it's not bad, but could be better:

(If you'd be willing to go a little higher, I'd recommend getting the 1660 Ti version of that one)
