First, you have to remove your subject from the background. After that, you can use several techniques to repeat and stack copies of the footage. One of the easiest and least expensive ways is to use Layer Repeater - aescripts.com. Some 3rd party effects can do this on a single layer. I don't know if there is a combination of the basic effects that come with After Effects that will do this on a single layer. It's pretty easy to set up multiple layers to fan out and scale down if you add a null with some expression controls tied to the anchor point, rotation, scale, and layer index. Do you have any experience with expressions?
