I need to generate or create fascia

Hi There,

Can someone point me in the direction of how I would go about creating or generating a few hundred tentacles on a stick figure character or on a motion pictogram character template?

I'm a novice at After Effects still, but willing to learn.
Excuse me I do not have the correct jargon, I have included images of Fascia and then a golden man in a suit, which is kind of what it needs to look like.
