Image in Comp Viewer freezes - all other windows is still interacting.

Have been running into a problem with the image freezing in the comp window for over a year now.
Typically I just restart then move on till it happens again, but now it has reall yramped up and wastes a lot of time. After opening a project with regular footage or images, the comp window will freeze the image it self so you can't see what you're doing anymore. (See attached vid)

AE still allows the composition canvas to be moved around via spacebar or hand tool - and it registers the rulers movements, but any picture stays in the the same spot. 

Some things noticed that may be trigger this bug is workspace change, or video quality change in the drop down menu. Other than that no idea - it seems reandom.

Have tried toggling all vdeo settings (mult frame render, hardware accelerated, cleared cached, purged etc)
video card drivers are up to date, AE is up to date currently on 23.1 (this has been happening since 22.3)

I just don't know how to get around this frustrating bug.
