Imported PSDs & PSD Layers are Short Image Sequences

I have a project with several comps that are each about seven seconds long.

When I try to import a new PSD into the project as a composition, it is forcing the new comps to be two frames long.

When I try to import individual footage layers into a composition, it looks like it is making each layer a two-frame image sequence.

For over two decades, a PSD imported into After Effects for me has always been the length of the last created composition. Any suggestions on how to fix this?
