I can indeed tell you that After Effects is not on iPad.

Depending on what you're aiming for, here are some other options:
You can use (Premiere-built) mogrt templates in Premiere Rush.
There are various options for stop motion or frame-by-frame animation on the iPad. ProCreate, Callipeg, Rough Animator, or Stop Motion Studio are a few that come to mind.
