Is there a way to create these effects with AE?

Is there a way to make rain created with After Effects collide with the ground on various types of surfaces? Rock, Asphalt, Water, etc.

Furthermore, can I create water (both still and in motion) on the ground? Sea, Lakes, Puddles, etc.
