Is there a way to duplicate a video pattern to fill the screen?

In 1995, I produced a music video without the use of a computer.  I was revisiting it and looking back, I wish I paid more attentuion to one recurring scene that was of a crazy wild video of tv snow feedback with an overlay of a circle mask of the singer.  The bacjground of the video feedback is mostly on the bottom of the screen and I wish I filled the screen with it. I also would like to increase the size of the overlay (singer) to a larger circle. Is this possible?  Keep in mind that the video is constantly moving and coming at you. if it is possible, I would duplicate this layer and isolate the singer in the circle as an overlay and then use the original frame to add more of the noise feedback. I attached a scfeen shot.  Thanks for any suggestions.
