Is this a text effect from the presets?

Hi

I am trying to reproduce this text effect attached. 

And have been trying to make something similar for the last couple of hours and have almost had to admit defeat.

Does this look like an effect I can apply or is it something more complicated?

I am an average user but can usually work things out but this has me stumpted.
