Issues with the pen drawing tool and guide line rulers

I’ve been trying to align animations using guide rulers I’ve added, but I’m encountering an issue. When I hover the pen tool over the guideline ruler, it won’t snap or draw on top of the line or intersection, it just changes to the adjustment tool briefly which doesnt allow me to draw. I suspect I might be doing something wrong. Is there a better workaround besides using the default gridlines
