Keyframe doubling very close together being treated as a single keyframe

I've run into this experience twice now where I'll notice a jerky movement happening on a specific frame and upon zooming in find that there are indeed 2 keyframes where only 1 should be able to exist.

 

My theory is that by having proportionately scaled down a set of keyframes, the position of the keyframe on the timeline attempts to keep the proportion of distance between frames and therefore causes the keyframe to land on a point in the timeline that I am unable to place a keyframe otherwise. In other words it causes the keyframe to fall on a point between frames (the point between two frames where you can't actually scrub your playhead). Therefore, when I go to scrub through my active keyframes using the arrows in the layers panel, the indicator is highlighted to show the playhead is over an active keyframe when in reality the keyframe is slightly off frame. When scrubbing through the keyframes these areas of doubling are also treated as if they were only one keyframe because they're in such close proximity. 

 

The video attached illustrates the proximity of frames and the snapping of the playhead.

 

If anyone else has a more knowledgable reason for why this is occuring I would greatly appreciate more insight.

Yes, this can also happening when you use a script to place keyframes (setting a delay on a bunch of keyframes for example - the KFs are mathematically correct, but ignore the frame grid) or just change fps settings of the comp. 

 

You can grab the misaligned keyframe and move it further away to prevent unwanted jumps. I used to use KEYboard (https://aescripts.com/keyboard/) to get such keyframes back to the grid.
