keyframed section of MOGRT is unexpectedly re-timing itself

I have a MOGRT that does have some responsive time elements in it. The template is designed to be variable in length but this one section I wanted to animate at precise times. However, the keyframes basically "move" dynamically if you extend the template longer or shorter in Premiere. 

 

What is the best way to "lock in" these keyframes so they don't move at all. Currently the entire layer in question (the layer containing said keyframes) is set as a "protected region."

You have to put the keyframes you don't want to move in a protected region.

That comp is all protected, hence the unexpected behavior. 

 

However the comp in question is nested within other comps with different protected region settings. I wonder if they're overriding each other?

The comp you use to export the MOGRT is the only one that can have protected regions. I don't know if you can add more than one. Protected regions in any nested comp timeline do not have any effect on the final file you create.
