Licensing Requirement to run Aerender as background job

Question

I am developing a web based solution to render AE Project Files from a dropbox location using AERENDER.exe on an AWS enviornment.

I would scale the AWS Instances as needed based on the number of project files in Dropbox.

Do I need to buy After Effects CC License to able to use Aerender.exe file or I could just use it without any license ? I figured out if I install a demo version of After Effects, it comes with aerender.exe in it which I am able to use on commandline for rendering purpose.

if i recall correctly, adobe have explained (can't find the reference so don't take my word for it...) that aerender is free for any number of rendering machines as long as it supports a HUMAN artist with an ae license, and that it's not free for use as an "automated render farm". again, it's what i vaguely remember, but can't find the references.
