Linear Wipe not working in After Effects

I'm having issues with the Linear Wipe effect in After Effects where it will only apply the effect in the last 2 frames between the two keyframes as opposed to a smooth transition between the two keyframes.

I believe I have applied the effect correctly and have had instances where it will work as expected but this keeps happening more often than not and I can't figure out why. 

Does this happen to anyone else? and if so, know how to fix it?

Nothing wrong. Effects are based on layer coordinates and the segment you are covering clearly isn't anywhere close to the whole layer width. You need to adjust the percentage values accordingly to be representative of this small strip or pre-compose your work to crop your bar to control layer size.

It's fine to use the Linear Wipe, but since you have solid shapes even if you're using shape layers, it might be a better option to use the Trim Paths modifier. Review the modifier details in the After Effects user guide.
