Start with a solid and some masks or a shape layer:

Add Turbulent Displace and play with the settings. A simple expression; time * 60, added to evolution will do it.

As trivial as mangling a bunch of lines (or checkerboard) through a Turbulent Displace effect with suitable adjusted values like increasing the scale and reducing the detail level to make it appear smoother.
