You are rotating the default camera instead of rotating the selected layer.

Make sure the layer is selected and the selection tool (v - on English keyboards) or the Rotate tool (w - on an English keyboard) is active. To verify that the layer is moving, reveal the layer Transform properties or grab the Rotation handles on the layer's 3D Axis and rotate the layer.

Do not use the Camera Tool (c on an English keyboard) to try and rotate a layer. It will never work.

You can also check the toolbar. If you have selected the Camera tool, there will be no option for Orientation or Rotation. If you have a camera in the composition and select the camera tool (c), the camera will be selected in the timeline. If there is no camera and you are in the Default or Active Camera view, the view you are looking at will render, but if you are in the Front, Top, Left, Right, Bottom, Back, or any of the custom views, you will not be able to render what you see. Those other views are only there to help you figure out how to arrange your layers in 3D space. Only the Active Camera view will render. Adding a Camera to the comp will give you more options than just using the Default view and make it easier to get all the layers set up the way you want them to be.
