Lumetri Color causes Invalid Menu Operation

If I try to use the Lumetri Color effect on a clip I get an Invalid Menu Operation error followed by infinite "internal verification failure, sorry! {invalid index in indexed group}" errors until I have to close After Effects using task manager.

I've reset preferences, uninstalled all plugins, uninstalled AE and reinstalled it on my system drive, started in safe mode and tried multiple different clips. I've tried the renaming the folders in documents of appdata and it didn't do anything. I've tried applying the effect to a dark grey solid in a blank project and it still gave me the same result. My drivers are all up to date, I've cleared my cash and reset my preferences. I have googled this issue and found nothing useful.
