Media Encoder and AE encoding performance both inside of AE and exported to ME.

How to set media encoder to high priority? If I close AE, I can't get to this dialog. I also do not see any changes inside of the Windows task manager performance graphs. I would also like for Me to use more of the available ram. This image shows only 82 are allowed and only 4 is being used while I encode big h.264 files.
