Media encoder from After effects Having this issue but couldn't find a solution or work around.

- Preset Used: Match Source - High bitrate
- Video: Based on source, Hardware Encoding, Nvidia Codec
- Audio: AAC, 320 kbps, 48 kHz, Stereo
- Bitrate: VBR, 1 pass, Target 10.00 Mbps
- Encoding Time: 00:00:00

Nothing unusual in my eye. All of the layers below. When I try to render with After Effect export, it shows some photoshop being used. 
Also could this be some security or permission issue of software?

Are you able to export from the After Effects Render Queue? Corrupted media could be one of the reasons. For testing, could you remove all the media from your project and try to export? If that helps, you'll need to transcode your media files using Media Encoder and replace them in your project. It could be a permissions-related issue as well. You can try changing the location of the media and reimporting them into the project.
