Media not loading in AFter Effects CC 2019 16.1.3 and above

The mp4 file in the link , is not loading in After Effects CC 2019 16.1.3 and above.

I tested on both windows and mac, windows10, catalina and mojave

It is loading just fine in After Effects CC 2019 16.0.0 and below.

Can anyone explain this ?

I guess the cause would be the supporting codec of After Effects. You may need to convert the file format to the other file formats by such a tool as VLC media player.

I don't think it is a codec problem, since , as I mentioned , it is loading just fine in ver CC 2019 16.0.0.

I can't see anything out of the oridanry in the file.  Can  anyone ?
