Why AE is taking 1/4 of my meomory, sometimes even more, while there is no project open?

Installed RAM: 127.86 GB Current RAM Usage: 39.37 GB Allowed RAM Usage: 63.86 GB

Memory bugs are driver bugs or conflicts in shared libraries 99.99% of the time. Update your system's drivers, check Windows Update, reinstall the program with sufficient privileges.

I've just installed Windows 11 and AE. It was the same before I reinstalled my system and Adobe apps.
I can release this taken memory by either quitting AE or clearing memory in AE.
