Mogrt export creates corrupted file, imports to Premiere as offline

My team is running into an issue exporting mogrts for our custom templates: Occasionally a mogrt will be corrupted on export, creating a file only around 3 kb large. When imported into Premiere, this file shows up as offline. This happens with no warning -- sometimes exporting a mogrt will work, sometimes it wont. When it stops working we've tried several things to fix: Toggling layers on/off, modifying layers, etc. Sometimes this seems to work. What works more consistently is clearing database & cache. However we have to clear database & cache after every mogrt export, otherwise the next one wont work.

This has happened for three people so far including myself, two PCs running windows 10, one on a Macpro. All are current on AE v18.4.1 and PR 15.4.1. The Mac person seems to have fixed their problem by updating to the latest AE/PR versions. PC problems are still persisting.
