Motion Blur in "Transform" doesn't work properly

I tried to make a transition like in the video-link below. But in my project, the motion blur doesn't work like in the video. You can see that "Making of" is a little bit blured but too less for me but i don't know, whats wrong in my project.

I tried to move the adjustment layer directly above the video, but it's the same problem.
