mouse cursor keeps blinking

Impossible to say much without more specific info. Simply looks like something is constantly trying to "steal" your mouse focus or your network connection is not stable, so it tries to relaod the content of the welcome panel. either way, you'd have to be more specific before anyone can give you an answer. Check the things I mentioned, meaning your network and mouse configuration as well as other apps running in the background that may cause this.
