.mov file get blur when I scale

Hello everyone, I'm encountering an issue with a .mov file. The problem arises when I attempt to scale it to 32%—at this scale, the file appears blurred. Interestingly, without scaling, the quality remains good. I've explored solutions online suggesting the use of 'collapse transformation' and adjusting to full view mode, but unfortunately, these haven't resolved the issue for me. Any other recommendations or suggestions?
