Muscle Animation

Im looking to find something like this to add to my videos. This is a screen shot from someones video but the muscles flash in the video so i think its animated? Im wondering if anyone can help me out. Is this something I have to create on my own or is there a platform I can buy it from? Let me know thanks 🙂
