Looks like your workspace got messed up. To fix it go to Window menu > Workspaces > Reset "workspace name" to Saved Layout.

It dosen't work as my "saved" loadout is the loadout with no tools. Can you fully reset it?

Click the Window button again and check the list for "Tools" to see if there's a check mark next to it. If there isn't, click on it, and you should see the toolbar. To save the Workspace, go to Window > Workspace > Save Changes to this Workspace.
