Here is a tutorial for creating glowing eyes in AE.

I'm assuming your are doing this for a video if its just a single image use photoshop.

Once the tyes are tracked, its just a matter of figuring out which effect to make them glow the way you want.

Thanks! I’m trying to add an eye-glow effect to an image, and also recreate the light spreading onto the face like in the second example. how to achieve this is this done using Photoshop?
